Rate: £29 per hour PAYE / Umbrella PAYE: £36 per hour
Location: 1 day p/w in office 4 days from home
Duration: Role is covering 12 months

We are excited to partner with Hammersmith and Fulham Council to recruit a Licensing Policy and Administration Team Leader for their Environment, Licensing, and Markets Public Protection Team. This temporary role offers an excellent opportunity for an experienced professional to lead and manage licensing functions within the borough, ensuring high standards of service delivery and regulatory compliance.
Key Responsibilities:
Overseeing and managing licensing operations under the Licensing Act 2003 and Gambling Act 2005.Supervising up to four team members, ensuring effective workload allocation and high performance.
Providing technical advice and guidance to the team and supporting business compliance.
Managing high-risk casework and acting as a professional witness when required.
Building and maintaining relationships with internal and external partners for collaborative service delivery.

What We’re Looking For:
Strong experience in legal casework, enforcement, and regulatory functions.Proven leadership skills with the ability to manage teams effectively.
Excellent communication and stakeholder engagement abilities.
A commitment to equity, diversity, and inclusion in service delivery.
Qualifications
Desirable: BIIAB Licensing/Gambling Practitioner, Personal Licence Holder or similar; Institute of Licensing - Licensing Practitioner course; or managerial qualification
The post holder is expected to maintain their own continuous personal and professional development and keep their technical knowledge up to date to fulfill this statutory role.
Essential Knowledge, Skills and Experience
1. Ability to oversee, undertake and manage legal casework, enforcement, investigation, prosecution and other legal processes and sanctions.
2. Experience of updating, briefing and communicating with Elected Members and Senior Managers.
3. Experience of leading on co-ordinating responses to customer complaints and service requests and excellent customer care to help improve service delivery.
4. Experience of engaging with internal and external partnerships, key stakeholders and community working.
5. Able to manage and reconcile budgets.
6. Excellent organisational skills and the ability to manage up to 4 junior members of staff, whilst maintaining a high-risk caseload and leading on team projects.
Other Selection Criteria (essential or desirable)
• Satisfactory DBS check (essential) – if appointed
• Experience of working within another regulatory discipline (desirable)
